Born on May 1, 1874 near Bausk, in what was then Courland (today, Latvia). Tsivyon was a pseudonym for Ben-Tsiyon Hoffman (Hoppen). Learned in yeshivas until age eighteen, when he was ordained as a rabbi in Vilna. In 1900, he went to study abroad in Berlin, Germany and in Bern, Switzerland. In 1902, he participated in the first convention for foreign Bundist student organizations. Began publishing articles in Hebrew, Russian, and in German around c. 1895. In 1901, he became a foreign correspondent for the Forverts, and was present at the Fifth Zionist Conference in Basel, Switzerland. Around this same time, he began writing for the Tsukunft and the illegal Bundist press. In 1906, he began working as an editor of the Bundist publication, Der veker (later, the Folkstsaytung). In 1908, he immigrated to the United States, where he worked as a writer for and editor of various Hebrew and Yiddish publications. Was active in the National Executive Committee of the Workmen's Circle and in a number of  other organizations. Published several monographs, including: Di iberboyung fun der gezelshaft nokh'n krieg; Komunisten vos hoben oyfgegesen der komunizm; Karl Marks: zayn leben, zayn virken un zayne lehren [yubileum oysg.] 1818-1918. Died on October 14, 1954.
