Julius Kuehl was born in Galicia (southern Polish territories, part of the Austro-Hungarian Empire before World War I). He attended the University of Bern and settled in Switzerland after receiving his doctorate.

At the beginning of World War II, Dr. Kuehl was appointed the Councillor for Internee Affairs at the Polish Legation in Bern by the Polish National Council in London. In this capacity, he was in charge of obtaining contributions and providing financial and legal support for Jewish refugees and internees of the Polish Armed Forces in various Swiss internment camps. He was also active in aiding Jews in obtaining documents and otherwise facilitating their entry into Switzerland, for which activities he received various citations. After the war, Dr. Kuehl retired to the United States.
